I had changed my country setting, and I could access all content and dictionary on the iphone app, but not on the PC. there is a bug in the pc version that does not syn the country setting. To remedy this, click options, registration, deregister. This will remove the account from your kindle PC. then click register again and login. Now it will download the country setting and download the dictionary.
