Check your account settings - Click on your user icon (top right of the screen), then select &#039;settings&#039;. On that screen there should be a line there that reads:

I suspect that because you&#039;ve had all your images set to private, your account may be currently rated as &quot;unsafe&quot; Which prevents you from setting a cover photo. 

That&#039;s the only thing I can think of. The &#039;Safe&#039; status can take a little while to kick in. Having a few &#039;safe&#039; public pictures might help.]]></description>

But I think one day there will no opt out option available.
